Hornell Partners for Growth | About HPGHPG is a business improvement district that requires that commercial business property owners pay a “levy” on their taxes for this non-profit organization to exist. These property owners fall within a specific district that had its “boundaries” created when it originated in 1997. These boundaries may not be changed per BID regulations.

The district is a weird shape that includes locations such as the Tractor Supply plaza, Main St, the Salvation Army plaza, Seneca St, and the Walmart/Wegman’s Plaza. Our district is one of the largest (geographically) improvement districts in NYS. However, certain areas of Hornell, such as the location of the old and new St James Mercy Hospital do not fall inside that boundary.

Our #1 job description as described by the HPG Board of Directors is to promote the District of which we manage with events that bring business to the members. Also to find ways to collaborate with the city and the IDA in getting new businesses into town, and assisting current business owners with things such as business classes (advertising, merchandising, getting customers in their door, etc). The events and other ideas are decided by a board of directors comprised of business owners and their representatives in the District.

The District includes businesses such as retail, banking, insurance, medical offices, printing, utilities, beauticians, attorneys, restaurants & adult beverage establishments, delis, coffee shops, computer repair etc. Visit our website for a complete list of businesses.
